In 2007, the ABC Committee is working very closely to
legislatures to secure funding to continue to run the
ABC program and train the companies to be ready and
secure to present to VC for growing their businesses.
The ABC Legislative agenda will focus on the following
issues:
- Provide new and substantial technical assistance
utilizing currently funded State of California resources
and private sector funds that will enable early stage
firms to investment ready.
- Create a new fund-to-fund financial instrument
that can oversee investors making early stage investments.
This fund could be ‘blended’ from public
pensions to limit exposure. This fund should, however,
feature substantial co-investment by private investors.
- Create a loan guarantee program with private sector
banking that enables ‘angel’ or early
stage investors to exit businesses before liquidity.
This will encourage investors by minimizing their
wait.
- Establish ‘model’ policies for the
trustees of the investment fund developed from best
practices in emerging market investments.
